David Arbit is one of Minnesota’s go-to experts on housing market trends, frequently sought after by the media for his data insights, and as a speaker at a variety of conferences and events.  

He holds a Master's in Urban Planning and Housing and Economic Development from the Hubert H. Humphrey Institute at the University of Minnesota. He brings nearly 20 years of market research experience to MNR, including roles with the City of Minneapolis economic development agency, the Family Housing Fund, the Greater Metropolitan Housing Corporation, the Center for Urban and Regional Affairs and most recently, Minneapolis Area Realtors®––where he served as Director of Research. 

For three decades in public service and the private sector, Todd has been part of strategies that address some of our region’s most complex and important issues, including: 

  • Transforming and stabilizing our energy supply 

  • Reinvesting in public infrastructure 

  • Adapting to changing demographics 

  • Advancing public health goals 

  • Rethinking economic growth strategies

Prior to joining Himle Horner in 2001, a predecessor to Rapp Strategies, Todd was Director of Government Affairs for Northern States Power and served in numerous leadership positions in state government and politics.

Matt has been with the organization since 2017, when he was hired as the Director of Political Affairs. In July 2023, he was promoted to Senior Director of Advocacy.  
 
Matt represents Minnesota Realtors® at the State Capitol during the Legislative Sessions and leads the development and implementation of MN-RPAC’s annual fundraising plan. He also serves as the staff liaison to the MN-RPAC Board of Trustees, leads the development and implementation of MN-RPAC’s campaign activity, and serves as the key staff liaison to MNR’s State Political and Federal Political Coordinators. 
 
He came to the organization after acting as the Committee Legislative Assistant for the Health and Human Services Committee in the Minnesota Senate. Matt earned his Bachelor of Arts degree from the University of Minnesota, Twin Cities in Political Science with a Minor in Philosophy. He and his wife have two daughters, who keep them plenty busy outside of work. 

Leading the activities of Minnesota Realtors®’ Government Affairs team, Paul advocates at the state capitol for legislation that supports Realtors® and protects the rights of homeowners.

Joining Minnesota Realtors® after nearly 14 years in the Executive and Legislative branches of state government, Paul served as Commissioner of the Minnesota Pollution Control Agency (MPCA) from 2009 – 2010 during the tenure of Governor Tim Pawlenty. Before that, he held a variety of positions at MPCA, including Legislative Liaison, Clean Water Policy Manager, Assistant Commissioner for Water Policy, and Deputy Commissioner.
